If the doctor regenerated, would the dream lord's appearance change

Good question, but as it has never been answered in canon we cannot answer this definitely. However, it is possible that the Dream Lord's appearance would remain the same as he is a figment of the Doctor's memories and subconsciousness, and the Doctor has the same mind and memories even when he regenerates.
