The Time Lock only applied to Gallifrey as it existed during the Time War, as indicated in "Journey's End" and "The Day of the Doctor" and a handful of other episodes, with "Day of the Doctor" (in which, it should be noted, the Tenth and Eleventh Doctors landed on Gallifrey without a problem) specifically stating that the events, not the planet were time-locked. The fact the Doctor was able to make multiple visits to Gallifrey earlier in its history ("The Deadly Assassin", "The Invasion of Time", et al) also support this. The concept of "fixed point in time," first introduced in "The Aztecs" but made a part of the show's core concept in the Modern Era (post-Time War) covers off the question of why the Doctor can't go to a point on Gallifrey before the Time War to stop it.
