How powerful is a Time Lord's telekinetic abilities

The 10th Doctor exhibited telekinetic capability in the episode "Last of the Time Lords" in pulling the Master's laser screwdriver safely from his hands. Since this was an isolated incidence, it is presumed to be because he was channeling the power of the humans around the globe that were chanting his name to re-energize him to be able to defeat the master. Given the isolation of the incident and given that the number of humans supporting his cause is unknown, there is not enough evidence to suggest that he would normally have telekinetic power or how powerful the trait could be given the right circumstances. As far as we know a Time Lord does not possess telekinetic abilities
